The Platform
Waqf.Finance itself. It is listed as an actor because it is one, and because a guide that described everybody except the party running the software would be describing the wrong system. The powers below are those that belong to no single appointed role: some are shared acts, some are the platform’s own, and several are not yet used by anything.
How it takes the role
No appointment. The platform runs each Operator’s space on the site, and the powers it holds are granted like everybody else’s and refused the same way when absent.

What it cannot do, and why
Rule on Shariah
Judgement in Shariah is reserved to people. Nothing on the platform supplies a default ruling, and an assessment attributed to an organisation is refused. Where the platform’s own scholars have ruled, the ruling says so.
Authorise itself by being the platform
Before it acts, the platform is asked the same question as anybody: does it hold the authority for this act, on this Waqf, now? Knowing who somebody is does not settle what they may do, and running the software confers nothing over a Waqf.
Erase or rewrite history
The record of events and the audit log can only be added to, and not even the platform’s own software may change them. A withdrawal is a new record, never a deletion.
Make a claim its evidence does not carry
A claim of national impact made by a programme working locally is refused, and a claim that one thing caused another must say how that was established.
Accept an anonymous record
Nothing is recorded without a named person behind it, so every record says who made it.
How to perform the role
- Keep the rulings visible. Every form under Forms of waqf shows the ruling behind it, its sources, and whether each source was checked against the document itself or affirmed by a scholar where no document can be reached.
- Say what has not happened yet, plainly. A Waqf that is declared and unfunded reads as declared and unfunded.
- Refuse rather than warn wherever the question is whether something is invalid in Shariah. Disclosure is the right answer for what is merely concentrated; refusal is the right answer for what does not stand.
- Keep the two layers distinct. What is built is the Shariah layer. The layer for each country’s law comes next, and a national rule claiming to follow the Shariah does not overwrite a Shariah one.
